Delay of traffic penalties?


Many years ago, I seem to recall the Ministry of Transportation saying something to the effect that when there is a big mess on a 400-series highway with no injuries, they would just plow it all off to the side, open the road and do the clean-up later.
And I don't seem to see that happening.
So let's consider something new, where for once in Canada, the punishment could finally fit the crime.
It is now working in hockey, where if you go to clear the puck from your end and accidently put it over the glass, you get a delay of game penalty, and so you should.
So, if we see and conclude that because of one very bad aggressive driver (through witnesses) causes a major accident on any of the 400 highways, good weather or bad, that they get a delay of traffic fine. And because of the dollar numbers we are told are affected by such delays, we make the fine reflective of that — the driver, when it is conclusively his or her fault, loses their driving privileges for one year, and if the vehicle they are driving is registered to them, it also get flagged at the licence office that it also cannot be licenced for one year — not by the driver, family members, nobody!
Stiff fine? Perhaps, but we are so soft at handing out any punishments at any levels and yet we all sit in these tie-ups and allow it. This has to stop and we have to be creative, because whatever we are or are not doing is not working.
